Measurements are taken with the vest laid flat:

This vest incorporates darts in the bottom. Granny squares around the waist and in the bottom. The bottom of the vest is made in two sections and then joined. You are purchasing a pattern only- Instant download of PDF pattern. You will require a PDF viewer to open pattern. I used ceramic buttons on my vest. These are available on etsy and I have added a link in the pattern to the seller of these.
