This is a Wavy Cable pattern. You will need 2 cable needles as this is a 9 stitch cable. Instructions are included in the pattern on the 2nd page for the 9 stitch cable.
I would not really worry about the guage on this pattern. I personally feel it is better to learn how to do the 9 stitch cable than getting everything exact. The row after the cable will be a little tight do to the nature of the cable.
You will need 1 skein sugar in a solid color stitch markers 2 cable needles US sized 8 knitting needles or your countrys equalivent.
This is one pattern that should be blocked if you are giving this as a gift. I rarely block things, but I felt that this pattern needed blocking.
