This sweater starts at the shoulders: First the shoulder saddles are worked, then stitches are picked up for the front and back, which are worked flat until the underarm. The work is then joined in the round, and the body is worked to the hem.
Stitches are picked up for the sleeves, and the sleeves are worked to the cuff. Finally, the held sts for the neckline are picked up again and the neckline is worked. Provisional cast on is a great helper here, as it avoids a lot of stiff edges throughout – however, just casting on and picking up sts in the cast on edge is also possible.
